Subject: [PATCH 036/347] rt: Provide PREEMPT_RT_BASE config switch

Introduce PREEMPT_RT_BASE which enables parts of
PREEMPT_RT_FULL. Forces interrupt threading and enables some of the RT
substitutions for testing.
