LDAP Content Synchronization Operation - refreshAndPersist
1. Same as refreshOnly request,but refreshAndPersist modeset.

2a. Same as refreshOnly mode.
2b. This time, send a Sync InfoMessage to client indicating refreshstage is done and then enters the persist stage
3. After receiving the message, the client will construct a synchronized copy as describedin the refreshOnly mode.
4. Server can now send change notifications based on original SyncSearch Request
6. Server may terminate Sync Operation.If it doesn't provide a cookie, a fullrefresh is needed by client.
5a. For returned entries the SearchResultEntry will have the Sync State Control set to either;add, delete or modify
5b. Waits for server to send entries
7. Client refreshes if disconnects and provides last syncCookie if ithas one.
