Subject: [PATCH] Revert "Use constant eval to do strict validity checks"

This reverts commit 27412d1e3e128349bc515c16ce882860e20f037d.

This is likely a LLVM mis-optimization, but we're not really sure. It
leads to ICE on riscv64.
